Abstract

Purpose: This study analyzes the potential transformation of industrial estates into tourism destinations in Indonesia, examining both theoretical foundations and practical implementation frameworks within the context of the global industrial tourism market. Methods: The research employs a descriptive-analytical approach utilizing secondary data from Statistics Indonesia (BPS), the Ministry of Industry, international market research institutions, and Q1/Q2 indexed academic journals (2021-2025). Comparative analysis was conducted on successful industrial tourism models from Germany, Japan, and Poland. Findings: With 165 industrial estates, over 32,000 large and medium manufacturing enterprises, and a domestic tourism market of 1.02 billion trips annually worth approximately IDR 2,360 trillion, Indonesia possesses substantial assets for industrial tourism development. The global industrial tourism market reached USD 17.2 billion in 2024 with a projected 7.8% annual growth through 2035. Economic potential for Indonesia's industrial tourism ranges from IDR 10-50 trillion annually. Implications: The research provides a four-stage implementation framework comprising mapping and classification, product development, standardization and certification, and national network formation. Policy recommendations include fiscal incentives, spatial planning integration, and multi-stakeholder coordination mechanisms. Originality: This research provides an original contribution by integrating experience economy theory, industrial heritage preservation frameworks, and sustainable tourism development within Indonesia's unique industrial landscape context.
